This place is very popular with tourists so give yourself a bit of time to capture a moment when none are around. I find that If I walk towards the other end there will be less tourists (This location is about 500m long)

I find staying after sunset most of the tourists will disappear.

This is a great time to capture the blue hour, be sure to have a sturdy tripod.

If you are staying in the city, you can catch the Sandringham train from Flinders Street Station and stop at Middle Brighton Station. From here its about 1.5km walk to the location. Alternative you can catch an uber ride to the spot. When I finished up with the shoot that is what I did to get back to the station.
