As the park opens late and closes early it is difficult to be at the lakes while you have good light. I suggest staying at one of the lakes where a lot of people are. That way you can't miss the last bus out of the area.
If you truly want to experience sunset you have to hide somewhere and then come out after park closure so the park employees don't throw you out. Leaving late should be possible since they will always let you out (even after closing time). Sunrise is only possible if you stay in the park overnight as the park gates prevent you from entering early. Overnight stay is not allowed but can simply be achieved by hiding somewhere away from the walking paths and villages and setting up a tent.

Autumn is definitely the time to come as the foliage has many different vibrant colours.
Come with some additional time for set up as it might be to crowded.

Parking at the park entrance and then take the park shuttle bus to Five Flower Lake. You can simply hop on and off the busses at any of the stations.
