A few branches of the river Isar are flowing through Munich's large central landscape park: The English Garden. Just east of the Haus der Kunst, there is an artificial wave, made for surfers.
Almost every day of the year, and every hour of the day, summer and winter, people are surfing here. One person is surfing at the time, until he or she falls in the fast flowing river, and the next person takes a turn.
The spot is very close to a bridge that offers a nice view, and is usually crowded with people.

Photography Tips
You'll need a fast shutter speed to 'freeze' the motion. Around 1/500 is usually good enough. If necessary, increase your ISO to enable these shutter times. Shoot in burst mode, to catch some interesting moments.

This place is in central Munich, on the east side (the right hand side if you stand in front) of the Haus der Kunst.
Bus 100 stops right there, but U-bahn station Odeonsplatz is only a few 100m away.
