The old Elbe tunnel in Hamburg. It was opened in 1911 and is still in order.
Photography Tips
You can get there 24/7. But most of the time you are not alone. So try to "use" the people there for your capture. Also bring a tripod because it's comparatively dark in the tunnel. Using a neutral density filter also might help to get longer exposures and therefore less visible people.

Also the entrance building is worth a visit. Just look up on the stairs ;-)
