Germany View into Media Harbor, Düsseldorf
This is probably one of the best views into the Media Harbor of Düsseldorf in Germany. The fact that you are pretty much down at the level of the water gives you some really nice reflections during sunset and blue hour. Just make sure that you take care of yourself, because the stones down there are pretty slippery.
There are a lot of mosquitos near the water during the summer, so it's probably a good idea to wear long pants or to take something with you which protects you in some other way.

Photography Tips
Make sure that you get multiple exposures for the scene itself and for the lights and blend them together afterwards in Photoshop. Otherwise the Focus sign and all the other lights coming from the skyline will be burned out. Another thing you should try when you are early enough for the sunrise is to capture the moment when the sky still looks beautiful and get another shot when the lights are turned on. If you combine them together you get the beautiful sky, combined with all those lights.
Travel Information
You can use the parking place in the "Speditionstraße", which is right behind the Hyatt Regency Hotel from this view. It's not for free, but it's still less expensive than the one near the Rheinturm. You will have to walk about 10 minutes around the harbor to this spot. There is a staircase just right behind the spot besides the police station. There were a lot of anglers down there, so I would guess that it's not prohibited, even when there is a small fence you have to jump over at the staircase.
