Germany Heinrich-Böll-Platz
It's a good spot to take pictures of the back side of the Cologne Cathedral, the Kölner Dom.
It's also possible to see the train brigde and the other side of the rhine with it's skyline of Deutz.
Be aware, that this is a very touristy spot!
At some times, you are not allowed to enter the Heinrich-Böll-Platz itself. You have to go around it.

Photography Tips
Try to avoid the loads of tourists at this spot and get there at sunset or sunrise.
Sunset will give you illuminated windows of the cathedral, because it sets right behind the building.
Sunrise gives you good light to see every detail on the church, because the sun rises on the other side of the rhine.
