Because of the massive crowds its hard to get a silent shot, alot of people are moving around and to the windows, by tripod choose a moment and use your 1-2 minutes!
Very early in the morning would be best time to get a decent shot any where in Venice Only problem here is that the Tower is not open early, I was there I think in the Afternoon.
