Photography Tips
Find a nice Airbnb to stay in Expressionz Suites. Then you can head to the main tower half an hour before sunset, pay the entry for the rooftop, and get up to take photos during sunset until blue hour.
Be early, because they might restrict the number of people that are allowed up to the rooftop. Since sunset is a popular time to head up there, plan in some waiting time.
Also, bring a high tripod to be able to photograph over the railing. You should not attempt to use a clamp there. The railing is not suited for that.
You should be able to setup a tripod next to the pool on the right in a small lounge area. This way you don't disturb the other guests.
When I was staying there for three nights, I went up every night and never had problems with the tripod. But the policies might change, like they have in other apartment buildings in Kuala Lumpur that no longer allow tripods to the rooftop.

Travel Information
When arriving at the Kuala Lumpur International Airport (KLIA), take a Grab or Taxi to the city. There's also an express train available, but you wont save a lot and have to take a taxi for the last meters anyways. There's also a normal bus, which takes the longest.
