Use the location pin to get there. Once there, you can either stay on the platform or go down right to the rocks on the shore. The water level is a bit lower in the morning, so you don't have to worry about foreground.
Since the camera will be facing east, morning is definitely the best time of day for a photo shoot. The chances of anyone else being there in the morning are pretty slim, so you'll probably have the place to yourself.

In my opinion dawn is the best time to be here. Bring a tripod and, why not, some ND/CPL filters. Better to have them. You can get some nice images using almost any focal length between 20mm and 200mm.

You can always travel by bus, which is cheap, easy and reliable. If you have a car and you need to park, you can easily find a free spot on the side of the street. At dawn should be much easier to park your car.
