Photography Tips
There are boats which will take you out into the middle of the river to watch the sunset but if you're using a tripod, a stable platform/land is better. There is land on the other side of the river that is easy to get to from the bridge. I set up on a small peninsula, watched and waited.
The bridge itself is a great spot for people watching - everyone there has a mobile phone and they're all taking selfies with their friends.

Travel Information
Get a taxi from Mandalay - traffic can be mad so allow plenty of time. My driver was quite willing to wait for me in the car park by the bus park for a few hours while I enjoyed myself.
