This is a great place for sunsets. Those wooden beams are all that's left of an old pier. And there's something similar about 20 meters away. So you can definitely get some decent shots using those wooden frames as the foreground and the sunset light in the background.
Considering that there will be clouds, for a successful photo the wind and the water level matter. If there's no wind, the lake water becomes an almost perfect mirror. And if the water level is a little below normal, the whole waterfront becomes a place where you can use your imagination to take the best picture.
Parking: there is no actual parking lot, but I'm sure you'll find a place where you can leave your car without disturbing anyone. From the place where I placed the parking location pin, you'll have to go down some cement steps, cross (carefully) a railway track and you're basically there.
I recommend a tripod and ND filters. CPL filters are an option for everyone. I wouldn't give up the reflection in the water to put a CPL filter on the lens.
Crowded factor: you will most likely be the only photographers there.

Tripod recommended. Also an ND filter can be helpfull.
