There is an area a few miles off the South coast of Sri Lanka that seems to be a highway for whales from December to March. Specially built boats take dozens of tourists out each day to just wait until the come through. When they do, boat operators will try to get close to them.

Travel Information
All the boats go from one area; book a ticket via your hotel or from the shop on the main road and get your driver or taxi to take you there about, arriving about 30 minutes before departure. If you're prone to sea-sickness, take a tablet when you leave your hotel.
