Taiwan Motorbike Tsunami
The "Motorbike Tsunami" appears every morning during peak time - it starts at about 7, the best time will be around 7:30. From 7:30 to 8:00 is also possible, but there are too many scooters that will stuck in the traffic jam so there won't be a possibility to get a picture with all of them on the other side. So the best time is at around 7:30 in the morning.
If you go there during a shower you'll get nice reflections on the road - but there might be not so many scooters like other days without rain.
I've been at this spot a couple of times in the morning just to get one morning with rain - but it's also very impressive without rain.
The "Tsunami" will not happen in the afternoon :-)

Photography Tips
Take a face mask with you because the air pollution is very high - I forgot one so that's the only thing i missed.
It's also possible to take some portraits from the crosswalk on the other side. You get about 30 seconds each time to take pictures there - it's possible to look at the traffic lights to see how much time you have to take some portraits.
If you watch them from the other (like on my picture) side it's better to use a 70-200mm or 100-400mm lens and if you take portraits from the crosswalk, 50-100mm might be enough.
