There are a number of photogenic bars and restaurants at State Tower, the most famous is LeBua on the top, but this view was taken from LeBua #3 on a somewhat lower floor.

Tripods are not allowed, so you're going to need high ISO, stabilization, and hands of steel to get anything useful beyond blue hour.
