Photography Tips
The best time to be here is definitely during sunset and night. Making sure that the horizon is 100% straight helps with the reflection. If you want that super strong reflection you could then simply copy the skyline in Adobe Photoshop (or Affinity Photo etc.) and mirror it down to get a very clean look. If you dislike post-processing you could even use a mirror that you hold in front of your lens to get that reflection immediately in camera.

Simply get there by car. There is free parking and a metro station nearby. Definitely worth a visit to enjoy this scene.
