Probably not the best spot to shoot London Eye, but still decent. If you turn around you can photograph Big Ben, so you won't get disappointed by this spot anyway. The Golden Jubilee Bridge is visible in the background from this spot.
Photography Tips
If you are shooting after blue hour you should take care of your white balance. By moving it more into the blues the sky looks a little bit more natural for me, but you will have to pay attention to the warm red color of London Eye as a contrast to the rest of the scene.
For long exposure here, consider getting there nice and early (6:30am) on a day when the sun rises at about 7am for a chance to shoot a long exposure when the wheel isn't moving. It will still move periodically (every few minutes ) as they do maintenance or cleaning or something at that time, but with a bit of luck you'll get a stretch of a few minutes where it's not moving. You won't get this during the day or at sunset as there will be people on it then.
