This is definitely my favorite night time spot in London: The Scoop, an Amphitheatre in the middle of the city near the famous Tower Bridge. This perspective also offers an amazing view towards "The Shard".
Photography Tips
The best time to be here is probably during the winter time at sunset or maybe even sunrise. The reason behind the season is, that you still want the lights to be turned on after the sun sets. During the summer the sunset is so late, that the offices are probably dark during this time. If you don't care about all those lights, summer would be the better time because of fewer people, especially during sunrise for example.
Important: Tripods are not allowed at this place because they are seen as professional equipment. The entire area is private property and you need a permit for this kind of photo equipment.

Travel Information
You should get there by London Underground. Near is London Bridge station with just a few minutes to walk along the Thames.
