Palouse is lost in the center of North America, but it is absolute to see, in any time of the year you will find many photographers in the various points of view on this stretch of hills.
Spring is certainly the best time to see these bright green hills

The image was shot from the top of Steptoe Butte. Location marked is for the town of Palouse. I have noted the correct location in the comments.

Location of the spot is incorrect. I believe it was shot from Steptoe Butte - 47°1'57.871" N 117°18'16.023" W

Unfortunately I don't remember the exact place where I took this photo, but it should be at Steptoe Butte State Park. However, the whole area is spectacular!

Awesome photo. I'm down in Los Angeles and now I'm thinking, "How can I get up there and photograph that." Been to Tuscany several times. This definitely rivals it. And...No passport required!
