If you go there (I mean on the edge of the Tidal Basin) during the Cherry Blossom festival, you should get there really early (before sunrise) because it will be crowded.
Travel Information
Numerous ways to get there. From Crystal City in Arlington, VA: Locate the fwy overpass adjacent to the Pentagon. Next to the fwy offramp, there's a path that runs parallel to the fwy. Follow the path, cross the fwy on the footpath that leads to the Jefferson. Take a "hop on hop off" bus that goes directly to it. Would not recommend driving there. You could also take the nearest subway and walk a short distance (DC).
There is a parking just a little further down on the road (2 min walk) and it is free for three hours at least during the weekend.
