USA Watergate Steps
The Watergate Steps, leading down to the Potomac River from the Lincoln Memorial, were intended to be the ceremonial entrance to the U.S. capital city when water was the main form of transport. Now they are used by exercisers and sight seers.

Stand on Parkway Drive north of the steps and shoot toward them, or go to the bottom of the steps and shoot up.
