Found this to be the best spot to shoot a skyline photograph including the Clock Tower from an elevated position.

Photography Tips

Technically, you can't use a tripod here due to the narrow gap you need to shoot through. Bring something you can put under your your camera/lens so you can steady it like a wallet, pack of tissues, etc.

Travel Information

The location itself is a parking lot, but I walked in on foot and just took the elevator to the top floor.
