For this spot it's a good idea in general to have a wide angle lens and take a picture with the camera really near to the floor, to increase the visual size of the arc and use the big street area and the cars as a foreground.
Travel Information
The best way to get here is by Metro. Don't forget to include the famous "Les Champs-Elysées" on this trip, since it's one of the streets that is pointing towards the Arc de Triomphe.
