United Kingdom Views from the Gherkin, London City
The top 3 floors of the Gherkin are a restaurant. As such, its open to the public.
As more and more is built around it, fewer landmarks remain visible; the newest addition, the Scalpel, is almost complete, meaning the Shard is no longer visible. However, as you can see, Tower Bridge is still visible, with the Tower of London in the foreground.

Photography Tips
The angle of the windows creates its own challenges with reflections and the bold window frames. The floor second from top is much easier to work from. Sometimes that floor is closed so you'll need to ask staff for access.
If it needs to be said... be nice to the staff for the sake of the photographers who follow.
