USA Makapu'u Lookout
This is a photo of Makapu'u Beach and the coastline extending northwest toward Waimanalo. This area is easily accessed as a pull-off on Kalaniana'ole Hwy (72).
Photography Tips
I would recommend attempting to shoot this scene during sunrise if possible. The sun should rise on the right side of the scene and produce a beautiful sky. However, it would be difficult to safely access this exact spot in complete darkness (see travel info).
I'd imagine shooting this scene around sunset will result in areas of very high brightness and very dark shadows (similar to the Makapu'u Lighthouse Pillboxes - see nearby photo spot on Location Scout).
You will need a very wide angle and/or take multiple panorama shots to capture the entire scene. A polarizing filter can be helpful, and a tripod if you're taking longer exposures. This particular photo was taken on an exceptionally clear day late in the morning. Nothing special - just point and shoot. The specs of the photo are shown below:

Travel Information
This spot is relatively easy to access. Head towards the southeast via Kalaniana'ole Hwy (72). There exists an obvious pull-off/parking area with a sign showing Makapu'u Lookout.
A short rock wall is a deterrent to going further out on the cliff. However, to get this exact photo you'll need to go past the wall and walk down the cliff below. It's not super dangerous - nonetheless be careful and don't fall 20+ meters to the base of the cliff or into the ocean.
