An over 100 meters high building at the Rhine river in Cologne with an oberservation deck at the top of it. Therefore, it's one of the best places for photographers during sunset, having the nice view over the river towards west.

Usually, the time around sunset is perfect for photography or just enjoying the view over Cologne from this observation platform. There is no time limit once you are up and you can stay as long as the platform is open.
You can get there by train, using the train station at Cologne Deutz, or by car. You can park just beyond the building in the parking garage. You can enter the garage on the southern side of the building.
If you want to take photos in the dark you should prepare yourself with something like a dark blanket against the reflection in the glass windows of the observation platform.
